Andrew Samet counsels U.S. and foreign clients on trade agreements and enforcement, legislation in the Congress, and decisions by the Executive Branch that impact their trade interests. He also provides strategic advice on trade policy developments, and crisis management on traceability, international labor and social responsibility issues.
Most recently, Mr. Samet has focused on compliance with the Uyghur Forced Labor Prevention Act (UFLPA), and the traceability requirements related to the application of Reciprocal and Section 232 and Section 301 tariffs. He has worked for clients throughout Asia, Latin America and Africa – and in various industrial sectors including apparel, footwear, steel and aluminum and agriculture. Mr. Samet has decades of experience in law practice, government policy, and negotiations related to international trade issues. He has also served as a consultant to the Inter-American Development Bank. Mr. Samet has worked on labor complaints under free trade agreements with Jordan, Costa Rica, Bahrain, the Dominican Republic and Peru. He served in the Clinton Administration as Deputy Under Secretary for International Affairs of the Department of Labor, and was a member of the senior sub-cabinet deputies group of the White House National Economic Council for international policy decisions. Mr. Samet also represented the United States on the Governing Body of the International Labor Organization. Among his accomplishments within the organization was his negotiation of the 1999 ILO Convention 182 on the Worst Forms of Child Labor and the 1998 ILO Declaration on Fundamental Principles and Rights at Work, and the establishment of the Better Work program in Cambodia. In addition, he was responsible for the implementation of the North American Agreement on Labor Cooperation, the labor agreement that accompanied NAFTA. Mr. Samet joined the Clinton administration after serving as legislative Director to Senator Daniel Patrick Moynihan of New York, and as a professional staff member on the U.S. Senate Committee on Appropriations.
He is a graduate of Yale University, and earned his M.A. at Carleton University (Canada) and his J.D. at Georgetown University.
