Donald L. Fischer is the Principal of Fischer & Associates. Based in San Francisco, Washington, D.C., and Dublin, Ireland, Fischer & Associates is one of the country’s leading experts in assisting research institutions and multinational corporations develop comprehensive export compliance programs.

Mr. Fischer’s export control practice covers EAR, ITAR, and OFAC regulations, focusing on inventory risk assessments, development of compliance procedures, classification, software and cryptography controls, licensing, exemptions, deemed exports, commodity jurisdictions, control documentation, technology control programs and IT solutions for ITAR technical data requirements, acquisition due diligence, end use verification, re-export, and off-shore compliance with U.S. regulations.

His work includes assisting companies develop their export control resource infrastructure through process enhancements and the strategic alignment of compliance requirements with corporate personnel. He supports both ITAR Directed Audits and Consent Decree –mandated audits, as well as assisting off-shore subsidiaries and suppliers comply with U.S. and Canadian regulations as well as evolving country-specific export control regulations in Asia and the E.U.

Mr. Fischer works closely with universities and research institutions to support their compliance within the context of government and corporate-sponsored research. Mr. Fischer specializes on the domestic and global applications of the Fundamental Research and Public Domain exclusions in prime and subcontracts; managing US and global export controls in an international collaborative research environment; and the effect of export controls on institutional IP and tax planning. He is a recognized consultant export controls over biomedical research, bringing to clients expertise in managing biomedical substances and laboratory equipment. For numerous universities, he has developed their in-house knowledge through trainings and seminars, designed to pragmatically address the concerns of PIs, research administrators, and participating corporate sponsors.

Mr. Fischer holds a J.D. and LL.M from the University of Miami School of Law, and is a member of the State Bar of Georgia, the California Chamber of Commerce International Trade Committee, and is a frequent lecturer for the American Conference Institute on export regulations, C5 based in Europe, the National Conference of University Research Administrators (NCURA), and San Francisco State University.

Prior to founding Fischer & Associates, Mr. Fischer served as the Managing Director of Pricewaterhouse Cooper’s Worldtrade Management Services practice, and global Export Controls Leader. Mr. Fischer has served as an Associate Attorney with Horton, Whiteley & Cooper and as a Director of International Trade at Deloitte & Touche. He is the author of many articles on export control compliance, Customs valuation, and multinational trade planning for the Journal of Commerce.
